Ex-PM says Syria regime collapsing

Syria's former prime minister, the highest profile government figure to defect, said Tuesday the regime was collapsing and controlled barely a third of the conflict-wracked country.

"The Syrian regime only controls 30 percent of Syria's territory. It has collapsed militarily, economically and morally," Riad Hijab told a news conference in the Jordanian capital Amman.

Hijab fled to Jordan last week, the latest in a string of defections from President Bashar al-Assad's regime, which is becoming increasingly embattled as the 17-month conflict shows no signs of abating.

The United States, which has imposed a raft of tough sanctions to try to force Assad's departure, reacted by lifting an asset freeze imposed on Hijab.

"The United States encourages other officials within the Syrian government, in both the political and military ranks, to take similarly courageous steps to reject the Assad regime and stand with the Syrian people," Treasury official David Cohen said.

Western policymakers hope that a wave of defections will force the collapse of the autocratic government, ending a conflict that seems to be in stalemate with the international community deeply divided over what action to take.

In another blow, rebels claimed Monday they had shot down a Syrian fighter jet and captured its pilot as it battles escalating air attacks by government forces, particularly in the key northern city of Aleppo.

Assad was shaken last month when four top security officials at the heart of his Alawite inner circle were killed in a bomb attack in Damascus claimed by the rebel Free Syrian Army.

"Syria is full of officials and military leaders who are awaiting the right moment to join the revolt," Hijab said, urging the fractured opposition to unite.

Although a number of senior figures have abandoned the regime, analysts say until military units begin to defect en masse, the Assad family and the top echelon of the military and security services will remain intact.

Hijab's comments came as fresh fighting for control of key districts of Aleppo erupted while Syrian forces bombarded areas around Damascus and launched a new security operation in the capital, a human rights watchdog said.

An AFP photographer said he heard heavy shelling of the southwestern district of Saif al-Dawla, which army forces advanced on Monday after recapturing the neighbouring area of Salaheddin last week.

Pro-government daily Al-Watan said the capture of Salaheddin was but a "first step" in the retaking of all rebel-held areas of the city.

The metropolis of some 2.7 million people -- where communications have been cut for at least three days -- is seen as pivotal to the outcome of the conflict, with some referring to it as Syria's Benghazi, the Libyan city at the heart of the revolt that toppled Moamer Kadhafi's regime.

In Damascus, security forces raided several districts after a major security operation on Monday, while several suburbs outside the capital were shelled, according to the Syrian Observatory for Human Rights.

A total of 46 people were killed nationwide on Tuesday, it said.

The opposition issued a new appeal Monday for the international community to impose no-fly zones similar to those established during the conflict in Libya amid increasing air strikes by Syrian warplanes.

"We've seen a very troubling and despicable uptick in attacks from the air, perpetrated by the Syrian regime," Pentagon spokesman George Little told reporters.

Asked if Washington was moving towards enforcing a possible no-fly zone, he said: "We plan for contingencies."

With Assad increasingly under pressure, a top presidential aide was dispatched Tuesday to China, which has said it wants an immediate ceasefire and political dialogue to halt the bloodshed.

China and Russia are at odds with the West over how to end the fighting, after both traditional Syria allies vetoed UN Security Council resolutions.

China said it had backed the peace plan of outgoing peace envoy Kofi Annan, who announced his resignation earlier this month in the face of the continued violence and the deadlock among world powers.

UN humanitarian chief Valerie Amos also held talks with Syrian officials in Damascus on a regional visit "to draw attention to the deteriorating humanitarian situation" and discuss ways to boost relief efforts.

The conflict has killed more than 23,000 people since March last year, according to the Observatory, while the UN says more than one million people have been displaced and another 140,000 have fled to Syria's neighbours.

Damascus also faces isolation by fellow Muslim states as the Organisation of Islamic Cooperation meets in the Saudi City of Mecca to discuss a recommendation for Syria to be suspended from the 57-nation body.

But Iran -- Damascus's closest ally -- is vehemently opposed.

Meanwhile, Reporters Without Borders issued an open letter to the Syria opposition condemning a series of attacks on pro-government media which it said were "becoming the targets of abduction and murder with increasing frequency".

"Such practices sadly resemble those used by the Assad regime against opposition journalists," RSF said.

Rebels also came under fire on Monday after several grisly videos emerged purportedly showing opposition fighters rebels throwing the bodies of postal workers off a roof and a man's throat being savagely cut.

Data Center Infrastructure Management (DCIM) has been given a lot of attention in the past few years. I think we are moving from ?What is DCIM?? to ?How do we deploy it?? DCIM provides a lot of different functions, covering a wide range of areas in designing and operating data centers. There is no agreement on terminology or standards yet, but the functions may include inventory, change control, capacity management, simulation, and monitoring/reporting. And maybe more.

Let me take a different view here. Yes, functions are important, but functions require data available from a data center. In general, DCIM collects data associated with the infrastructure, i.e., power consumption, temperature, pressure, humidity, fan speed, and other data. What?s missing is logical and virtual data. Although facilities equipment for HVAC and power delivery have both physical and logical parts, they are basically very similar in nature. IT equipment, like servers, has two distinct parts: physical (hardware) and logical (software). DCIM has taken both facilities and IT equipment in designing and operating a data center. Moving ahead, we may want to consider how we can make DCIM even more effective. This is shown in the following figure.

Before virtualization and cloud computing, each application had a dedicated physical server and did not move away from the designated server, regardless of its utilization. As each application is virtualized and tied to a virtual server in the form of virtual machine (VM) and multiple VMs are placed on a single physical server, each VM may be created, killed, or moved from one physical server to another in real time. This is done to reflect application utilization. If an application is not used much, it may be stopped or killed. If enough VMs are removed from one physical server, it may no longer be necessary to run that physical server, and it can be shut down or put to sleep. If the physical server?s utilization is down, so is the cooling and power requirement for it. Facilities equipment for this may need dynamic adjustments in real time. So we need more tight integration of the virtual and physical sides of a data center for effective operation.

Romney names Paul Ryan his No. 2

NORFOLK, Va. (AP) ? Republican presidential candidate Mitt Romney tapped Rep. Paul Ryan of Wisconsin as his vice presidential running mate on Saturday, turning to the architect of a conservative and intensely controversial long-term budget plan to remake Medicare and cut trillions in federal spending.

Romney made his announcement to supporters via a phone app. "Mitt's Choice for VP is Paul Ryan," it said and implored backers to spread the word.

The ticket-mates arranged their first joint appearance later in the morning at a naval museum, the initial stop of a bus tour through four battleground states in as many days. The USS Wisconsin, berthed at the museum, was their bunting-draped backdrop.

"This is the worst economic recovery in 70 years," Ryan said in remarks prepared for delivery. "Whatever the explanations, whatever the excuses, this is a record of failure" on the part of President Barack Obama, he added.

In the prepared remarks, Ryan, 42, envisioned a Romney administration in which "We won't duck the tough issues...we will lead."

In a written statement, Romney's campaign said that Ryan has worked in Congress to "eliminate the federal deficit, reform the tax code and preserve entitlements for future generations."

Ryan's selection ? as well as Romney's own nomination ? will be ratified by delegates to the Republican National Convention that begins on Aug. 27 in Tampa, Fla.

President Barack Obama and Vice President Joseph Biden will be nominated for a second term at the Democratic convention the following week.

The Democrats' re-election campaign withheld any reaction to Ryan's selection until after the formal announcement.

One campaign official said Romney had settled on Ryan as his pick on Aug. 1, more than a week ago, and informed Beth Myers, the longtime aide who had shepherded the secretive process that led to the selection. The official spoke on condition of anonymity to provide details.

It was not known when Romney informed Ryan he wanted him on the ticket.

At 42, Ryan is a generation younger than the 65-year-old Romney.

His conservative credentials are highly regarded by fellow Republican House members, while numerous polls found that Romney's own were suspect among the party's core supporters during the primaries of winter and spring.

A seven-term congressman, Ryan is chairman of the House Budget Committee, and primary author of conservative tax and spending blueprints that the tea party-infused Republican majority approved over vociferous Democratic opposition in 2011 and again in 2012.

It envisions transforming Medicare into a program in which future seniors would receive government checks that they could use to purchase health insurance. Under the current program, the government directly pays doctors, hospitals and other health care providers.

Ryan and other supporters say the change is needed to prevent the program from financial calamity. Critics argue it would impose ever-increasing costs on seniors.

Other elements of the budget plan would cut projected spending for Medicaid, which provides health care for the poor, as well as food stamps, student loans and other social programs that Obama and Democrats have pledged to defend.

In all, it projected spending cuts of $5.3 trillion over a decade, and cut future projected deficits substantially.

It also envisions a far reaching overhaul of the tax code of the sort Romney has promised.

In turning to Ryan, Romney bypassed other potential running mates without the Wisconsin lawmaker's following among rank-and-file conservatives, including Ohio Sen. Rob Portman, former Minnesota Gov. Tim Pawlenty and Virginia Gov. Bob McDonnell.

Republican officials said Romney had spoken with all three.

Romney and Ryan appeared unusually comfortable with each other when they campaigned together earlier in the year. The former governor eagerly shared the microphone with the younger man and they shared hamburgers at a fast food restaurant.

In making an endorsement before his state's primary last spring, Ryan said, "I picked who I think is going to be the next president of the United States ? I picked Mitt Romney. ... The moment is here. The country can be saved. It is not too late to get America back on the right track. ... It is not too late to save the American idea."

Romney was the subject of an April Fools prank in which Ryan played a role. Romney showed up at a supposed campaign event where he heard Ryan calling him "the next president of the United States" ? only to find the room nearly empty.

In recent days, conservative pundits have been urging Romney to choose Ryan in large part because of his authorship of a House-backed budget plan that seeks to curb overall spending on benefit programs such as Medicare, Medicaid and food stamps.

Republican National Committee finance chairman Ron Weiser of Michigan, said Friday night that Ryan's selection would help Romney win Wisconsin and its 10 electoral votes in the fall. The state typically supports Democrats in presidential contests, and Obama won it handily four years ago.

Ryan has worked in Washington for much of his adult life, a contrast to Romney, who frequently emphasizes his experience in business.

The congressman worked as an aide in Congress, and also was a speechwriter for Jack Kemp, who years earlier had been one of the driving forces behind across-the-board tax cuts that were at the heart of Ronald Reagan's winning presidential campaign in 1980.

Ryan is also well-known for his fiendish physical fitness workouts.

His congressional district in southeast Wisconsin has something of a bipartisan voting record. Obama took 54 percent of the vote there in 2008, while the congressman received 64 percent in winning re-election.

Outside Ryan's home in Janesville, Wis., on Friday night, there was nothing to suggest that the residence belonged to a vice presidential candidate. An Associated Press reporter who knocked just before midnight got no answer. There was a light on in a first-floor room of the two-story brick home atop a hill.

Earlier this week, a Ryan adviser said the congressman, his wife and their three children were preparing for a weeklong Colorado vacation.

Most of Romney's staff learned of the planned announcement during a 10 p.m. EDT conference call Friday about an hour before the campaign issued a statement. The identity of Romney's pick was not disclosed during the call. The campaign had promised that first news of the selection would be delivered via a phone app.

Earlier in the day, Romney's campaign briefed reporters on the bus tour without mention of the impending vice presidential announcement.

The tour will take Romney through North Carolina, Virginia, Florida and Ohio. All are battlegrounds where Obama won in 2008. They hold 75 electoral votes combined, of the 270 needed to win the election.
