Ryan's role: Defending Romney and slamming Obama

TAMPA, Fla. (AP) ? With a no-nonsense tone, Republican vice presidential nominee Paul Ryan embraced his role as Barack Obama's top agitator ? and Mitt Romney's chief defender

Stubbornly high unemployment? Obama's fault. Dispirited Americans? Obama's fault. Even the closed General Motors plant in his beloved hometown of Janesville, Wis. You can guess whose fault that is, too, even though the plant ceased production before Obama took office.

"Without a change in leadership, why would the next four years be any different from the last four years?" Ryan said.

The Wisconsin congressman stepped onto the national stage Wednesday night with a Midwesterner's polite but pointed outrage for a nation whose economy has not recovered quickly enough from the Great Recession. Citing statistics, Ryan comfortably slid into the traditional role of the No. 2 on a presidential ticket.

From the outset of the speech ? his highest stakes appearance yet in his political career ? he took Obama to task. He gave the Republican faithful and Obama skeptics plenty of reminders that some of Obama's promises of 2008 have come up short.

"It all started off with stirring speeches, Greek columns, the thrill of something new," Ryan said. "Now all that's left is a presidency adrift, surviving on slogans that already seem tired, grasping at a moment that has already passed, like a ship trying to sail on yesterday's wind."

He offered praise of Romney and a brief introduction to his story growing up in Wisconsin. But the thrust of Ryan's pitch is that Obama has misled the country and it is time to replace him with Romney.

"President Obama is the kind of politician who puts promises on the record, and then calls that the record," Ryan said. "But we are four years into this presidency. The issue is not the economy as Barack Obama inherited it ? not the economy as he envisions it ? but this economy as we are living it."

Ryan worked with his speechwriting team ? some longtime aides, others new additions from Romney's Boston headquarter ? to find a balance that appealed to voters from in-play states such as Ohio, Florida and Pennsylvania. Economic hardships have hit close to home there and Ryan's roots in Janesville were an effort to connect with working- and middle-class voters who remain skeptical of the vastly wealthy Romney.

He told the story of his hometown, Janesville, where he still lives on the block where he grew up. He worships at the Catholic parish where he was baptized, and the shuttered GM plant is a reminder of the past.

"A lot of guys I went to high school with worked at that GM plant. Right there at that plant, candidate Obama said: 'I believe that if our government is there to support you this plant will be here for another hundred years.' That's what he said in 2008," Ryan said. "Well, as it turned out, that plant didn't last another year. It is locked up and empty to this day. And that's how it is in so many towns today, where the recovery that was promised is nowhere in sight."

During his 2008 campaign, Obama did visit the plant. But Ryan leaves out the fact that the plant stopped production on Dec. 23, 2008, a month before Obama took office.

Ryan pressed forward with other scathing criticisms painting Obama as a spend-crazy leader.

"With all their attack ads, the president is just throwing away money ? and he's pretty experienced at that," he said.

He also doubled down on criticism of the Democrats' health care plan, which shifted money from Medicare to pay for an expansion of health care coverage. Democrats say the change doesn't negatively affect seniors' benefits and note that in the past Ryan has proposed a voucher-like system for future retirees.

"Medicare is a promise, and we will honor it," Ryan said, pointing to his 78-year-old mother, Betty, sitting in the audience. "A Romney-Ryan administration will protect and strengthen Medicare, for my mom's generation, for my generation and for my kids and yours. So our opponents can consider themselves on notice."

Ryan, the top budget writer for House Republicans, stayed away from the policy details that he prefers. Instead, he spoke warmly of his new political partner, Romney.

"The man who will accept your nomination tomorrow is prayerful and faithful and honorable," Ryan said. "Not only a defender of marriage, he offers an example of marriage at its best. Not only a fine businessman, he's a fine man, worthy of leading this optimistic and good-hearted country."

Ryan also used his 37-minute speech to share a bit of his biography and growing up in the Midwest.

"My dad, a small-town lawyer, was also named Paul. Until we lost him when I was 16, he was a gentle presence in my life. I like to think he'd be proud of me and my sister and brothers," he said. "You know what? I'm sure proud of him and of where I come from, Janesville, Wis."

AUSTIN, Texas ? A National Science Foundation (NSF) grant is funding the University at Buffalo and the Texas Advanced Computing Center (TACC) at The University of Texas at Austin to evaluate the effectiveness of high-performance computing (HPC) systems in the NSF Extreme Science and Engineering Discovery Environment (XSEDE) program and HPC systems in general.

Today's high-performance computing systems are a complex combination of software, processors, memory, networks, and storage systems characterized by frequent disruptive technological advances. In this environment, service providers, users, system managers and funding agencies find it difficult to know if systems are realizing their optimal performance, or if all subcomponents are functioning properly.

Through the "Integrated HPC Systems Usage and Performance of Resources Monitoring and Modeling (SUPReMM)" grant, the University at Buffalo and TACC will develop new tools and a comprehensive knowledge base to improve the ability to monitor and understand performance for diverse applications on HPC systems.

The close to $1 million grant will build on and combine work that has been underway at the University at Buffalo under the Technology Audit Service (TAS) for XSEDE and at TACC as part of the Ranger Technology Insertion effort.

"Obtaining reliable data without efficient data management is impossible in today's complex HPC environment," said Barry Schneider, program director in the NSF's Office of Cyberinfrastructure. "This collaborative project will enable a much more complete understanding of the resources available through the XSEDE program and will increase the productivity of all of the stakeholders, service providers, users and sponsors in our computational ecosystem."

"Ultimately, it will advance our goals of providing open source tools for the entire science community to effectively utilize all HPC resources being deployed by the NSF for open science research in the academic community," Schneider said.

Working with the XSEDE TAS team at Buffalo, TACC staff members are running data gathering tools on the Ranger and Lonestar supercomputers to evaluate data that is relevant to application performance.

"We gather data on every system node at the beginning and end of every job, and every 10 minutes during the jobthat's a billion records per system each month," said Bill Barth, director of high-performance computing at TACC. "It's going to end up being a Big Data problem in the end."

The tools will present various views on existing XSEDE usage data from the central database, according to Barth. This data will include how individual user jobs and codes are performing on a system at a detailed level. In the coming year, the research and development effort will gather data and evaluate performance on all XSEDE systems, including Stampede, which will launch in January 2013.

"HPC resources are always at a premium," said Abani Patra, principal investigator of the University at Buffalo project. "Even a 10 percent increase in operational efficiency will save millions of dollars. This is a logical extension of the larger XSEDE TAS effort."

TAS, through the XSEDE Metric on Demand (XDMoD) portal, provides quantitative and qualitative metrics of performance rapidly to all stakeholders, including NSF leadership, service providers, and the XSEDE user community.

Work on the grant began on July 1, 2012, and will continue for two years.

What is Corporate Class?
A group of mutual funds structured as a corporation rather than a trust. This enables investors to make investment decisions without being affected by tax concerns and allows them to benefit from tax deferral and increased compound growth over the long term.

How can it be used

  • To minimize or eliminate annual distributions.
  • To receive tax-efficient capital gains or Canadian dividends from traditional income funds.
  • To rebalance your portfolio on a regular basis without triggering capital gains or losses.
  • To potentially lower your taxes, because you can defer them and choose when to realize capital gains.
  • To allow for tax-efficient charitable donation planning.
  • To preserve or increase income-tested government benefits.

Who uses it?

  • Any investor with non-registered assets should consider Corporate Class, especially if you:
    • have maximized your tax-free savings account contributions
    • are a higher-income earner who has maximized your RRSPs
    • or are worried about clawbacks to your Old Age Security or other income-tested government benefits.
  • A corporation with investable assets.

Corporate Class Case Study

Janet and Paul have been investing their money for the past 10 years and have built a sizeable non-registered portfolio. Their account is a conservative, balanced portfolio with a mix of interest income, dividends and capital gains making up the return. However, the yields they are receiving, on an after-tax basis, are not providing the returns they hoped for. Janet and Paul are concerned that they will have to pursue a potentially riskier investment strategy in order to obtain higher after-tax returns.

The Solution

Janet and Paul invest in Corporate Class investment funds. By doing so they are able to minimize distributions, receive tax-efficient capital gains or Canadian dividends from income funds, reduce their tax bill and increase their after-tax returns. Furthermore, as Janet and Paul?s investment objectives change, they can rebalance their portfolio inside the corporation without realizing any taxable capital gains. The power of tax-deferred compounding is illustrated in the graph where Janet and Paul could save $35,000 in taxes over 30 years on an initial investment of $50,000. When they retire, Corporate Class could reduce clawbacks of their Old Age Security and trim their annual tax bill. Ultimately, Janet and Paul not only save taxes, but are also able to build a considerable nest egg to leave their children and grandchildren.

Game Over: Sony Planning Possible 'Console Wars' Movie ...

When you hear of a ?console war? it brings all sorts of images to your head ? various gaming systems battling it out in a field of red rings and shattered motion controllers comes to mind.

In actuality, it?s an ad-driven competition between various gaming companies to see which one will be the top dog of the industry. Sounds a little less pleasing after hearing that, but to Sony it sounds like?the perfect movie.

For those that have paid attention to this ?war? here?s a quick run down of events: Sega and Nintendo used to be the kings of the gaming world, then Sony and Microsoft waltzed their way into our homes with brighter graphics and sleeker systems.?Now Sega just makes games to stay alive?and Nintendo decided to play with its Wii in the corner, leaving Sony and Microsoft to duke it out alone. That is the quickest, simplest?version of the last 20 years of gaming.

Other then those names, most regular people might not understand the everyday, behind-the-scenes details and tactics of those same companies in a big-budget movie. According to gaming news site Joystiq?though, this hasn?t stopped Sony from registering a list of domains in preparation for the Console Wars, their tale on the everlasting war between consoles and developers. Kris Tapley of In Contention has commented on this news, saying he?s heard about the project and that it?s going to be like Social Network, but for video games.

Just take a look at these domains they registered:

console-war.net
console-warmovie.com
console-wars.net
console-warsmovie.com
consolewar-movie.com
consolewar-movie.net
consolewar.net
consolewarmovie.com
consolewars-movie.com

theconsolewar-movie.com
theconsolewar-movie.net
theconsolewar.net
theconsolewarmovie.com
theconsolewars-movie.com
theconsolewars-movie.net
theconsolewarsmovie.com

We don?t know how all of this will play out, but seeing how this is mainly a Sony picture it might be a bit one-sided when it comes to those ?other? gaming companies. No news yet on whether any?of these said companies has tried to stop or delay the development of this movie, but give it time.

Special thanks to /Film for the heads up

Ann Romney, Christie on deck at GOP convention

TAMPA, Fla. (AP) ? Republicans are eager to showcase Mitt Romney as a man who understands everyday Americans and a leader who can fix the economy, with GOP National Convention speeches Tuesday by the woman who knows him best and tough-talking New Jersey Gov. Chris Christie. But with New Orleans and much of the Gulf Coast waiting fearfully to see where a massive storm makes landfall, politics has become an awkward enterprise and no one knows what sort of party the GOP gathering will turn out to be.

After a one-day weather delay, the convention proceeds according to its latest script: delivering Romney the presidential nomination he fought years to achieve, calling the party to unify around him and setting the stage for the final stretch of the hotly contested campaign to unseat President Barack Obama.

Christie, who delivers Tuesday's keynote address, said that for those Americans who aren't yet sold on Romney, "you start turning it around tonight."

In a round of morning talk-show appearances, Christie said Ann Romney would humanize her husband for the nation, and that his own speech would make the case for GOP economic policies and Romney as the fixer. But ultimately, Christie said, it will up to Romney himself "to let the American people see who he is."

Eager to counter Romney's economic pitch to middle class voters, a super PAC supporting Obama unveiled an ad featuring a small businesss owner who criticized the candidate's record on job growth as Massachusetts governor.

The Romneys boarded a plane bound for Tampa, but it was a mystery whether the GOP candidate would attend the convention before his big address Thursday night.

The high campaign season opens with Romney and Obama about even in the last of the pre-convention polls, with each candidate possessing distinct and important advantages. The Democrat is the more likable or empathetic leader; the Republican is more highly regarded as the candidate who can restore the economy, the top issue for voters.

Ann Romney's convention speech was designed to speak to that divide. It was an important part of the GOP's effort to flesh out her husband and present him to the nation as more than a successful businessman and the former Republican governor of a Democratic state, Massachusetts.

She began the business of humanizing the Romney family with a taped appearance on "CBS This Morning" in which she talked about the pain of a miscarriage. The Romneys have five sons.

Isaac, the intensifying tropical storm bordering on a hurricane, skirted Tampa, a big relief for convention organizers worried about the safety of the host city and GOP delegates. But they remain saddled with the question of how to proceed with a political festival ? one devoted both to scoring points against Obama and firing up excitement for Romney ? under the shadow of a dangerous storm crawling toward the Gulf Coast.

Organizers essentially cut Monday from the schedule, calling the convention to order just long enough to recess it, and shoehorned their four-day showcase into the remaining three days. But even that was subject to change, depending on Isaac's whims.

Republicans plainly had more at stake in their convention week ? Democrats meet next week in Charlotte, N.C. ? but the Obama campaign also had to recalibrate its tactics as Gulf residents fled their homes or hunkered down. Vice President Joe Biden was called off a Romney-bashing trip to Florida. On Monday, the president worked on preparations for the storm, declaring a state of emergency in Louisiana, speaking with governors and directing federal officials to coordinate disaster relief with state and local officials along the Gulf Coast.

That's not to say partisanship has subsided with Isaac's gathering strength. Hardly.

Obama, after a morning statement from the White House about Isaac, heads to Iowa on Tuesday as the first stop on a campaign trip in which he will make a personal appeal to college voters in three university towns: Ames, Iowa; Fort Collins, Colo.; and Charlottesville, Va.

On Twitter Monday night, Obama circulated a quotation from Women's Health Magazine suggesting that Republicans would take away women's right to contraception, which the Romney campaign denies. "Crazy as it sounds, the fight to limit or even ban birth control is a key issue in the upcoming presidential election," it said.

And Republicans made clear that Obama's performance is very much fair game for the convention. Reince Priebus, the Republican chairman, may have gone beyond Romney's comfort zone on that front when he told "CBS This Morning" that "we need to prosecute the president who seems to be in love with the sound of his own voice."

The suggestion of criminal proceedings against a president, however rhetorical, was a step beyond the ordinary, and Russ Schriefer, Romney's chief convention planner, appeared to dissociate himself from the remark. "I wouldn't define it that way and I wouldn't look at it that way," he told a news conference. "What we would want to do is define what President Obama has done over the last four years, how and why he's failed, and how his leadership has really failed the American people."

In a sign of just how stage-managed these conventions have become, the never-dull Christie did something he rarely does before a speech ? wrote down a full text ? as he prepared to deliver the keynote address Tuesday night. "They want you to work off a full text and that's fine," he told MSNBC. "I think my challenge up there is gonna be to be natural and be myself."

Romney managed to stir up the pot over abortion, if briefly, when he said in a CBS interview that he opposes abortions except "in the case of rape and incest, and the health and life of the mother." Any exceptions made solely on the basis of a woman's health have drawn particularly fierce criticism from abortion foes for years, because they argue such an exception is so broad as to do nothing to limit the procedure.

But Romney's aides quickly said he wasn't, in fact, advocating an exemption for a woman's health. "He opposes abortion except for cases of rape, incest and where the life of the mother is threatened," said Andrea Saul, a spokeswoman. Still, his comment underscored his difference of opinion on the subject with his running mate, Rep. Paul Ryan of Wisconsin, as well as with his own convention platform, which opposes all abortions.

With the economy seen as Romney's strong suit, and Obama's economic record considered a fat target in a time of persistent unemployment over 8 percent, Republicans, both from the stage and the floor, want to keep a laser focus on the subject.

"We've got to make the case that he is uniquely qualified in this hour," said Sen. Roger Wicker, R-Miss., interviewed in the hall. "This week is about convincing the 10 percent of undecided voters that Romney has always been called to come out and fix broken organizations."

Even so, there were unmistakable if gentle nudges from Republicans who say it is also vital for Romney to broaden his appeal.

"This is Romney's threshold moment," Sen. Olympia Snowe, R-Maine, wrote in The Washington Post. "He must demonstrate that he would follow the example of other Republican presidents in addressing issues important to women."

An AP-GfK poll of registered voters conducted from Aug. 16-20 found Obama leading Romney 50 percent to 44 percent among women. That represented a narrowing of the gap by Romney since a survey in May, when the president led 54-39 among female voters.

Romney trailed badly among another key group. A Gallup poll taken between July 30 and Aug. 1 found Obama winning 60 percent support among Hispanic voters, and the Republican at 27 percent, little different from 64-29 earlier in the year.

Among seniors, the group most affected by a Medicare debate that has become central to the campaign, Romney led Obama by a margin of 52 percent to 42 percent in the recent AP-GfK poll. That was compared with 53-40 in May.

GOP convention floor fight averted

A compromise on Republican Party rules will likely prevent a convention floor fight on Tuesday.

Republican National Committeeman James Bopp, who had led a movement to oppose a new delegate rule on the convention floor, confirms to ABC News that he has agreed to a deal on compromise language.

A new RNC rule would have allowed presidential candidates effectively to choose their own bound delegates. States typically determine delegate allotments through primaries, then meet later at state conventions to pick those individuals. Under the new rule, state parties would give up some power to choose, among themselves, who gets to attend future GOP conventions as voting delegates.

Bopp had led a movement to defeat this rule on the convention floor Tuesday.

Instead, Bopp has agreed to compromise language. The RNC Rules Committee will meet Tuesday to approve the replacement language, Bopp told ABC News.

"The leadership of the Republican National Committee and the Romney for President campaign has heard the concerns of the conservative grassroots voices in our party and has crafted an amendment to the Rules adopted on Friday to address these concerns," Bopp wrote in an email to Republican National Committee members. "At the same time, the revised language closes a loophole in our party rules, which previously failed to include a penalty for delegates who break their promise to vote for a particular Presidential candidate as required by state law or state party rules."

Bopp explained the impetus for the proposed change, in the first place, as fear that Ron Paul supporters bound to Mitt Romney would break party rules and instead vote for Paul. The rule sought to prevent that risk at future conventions, Bopp said.

The compromise language simply states that delegates must vote for the candidates to whom they are bound, Bopp said. If not, they'll be kicked out of future conventions and votes will be cast on their behalf.

The deal likely will not, however, allay some concerns of Ron Paul supporters.

The same new rule effectively bans future implementations of Paul's campaign strategy - of organizing and amassing delegates at state conventions - by requiring states to allocate delegates by statewide vote. Bopp's deal does not change that.

While no countermeasure will likely come up on the convention floor, Paul supporters will likely still be unhappy with the new rules. In Tampa Paul has 320 delegates supporting him out of 2,286 total, according to Paul Campaign Manager Jesse Benton.

Parents with college-bound children buy kiddie-condos in Boston ...

Many parents with college-aged children are stunned at the high cost of on-campus housing in cities such as Boston. A semester?s room and board could run $5,000 ? $10,000 and more. So, increasingly, they seek out alternatives, including buying a condominium off-campus, near the schools.

The logic is, if you?re paying thousands of dollars in housing costs, why not put it toward a mortgage on an investment that may increase in value, instead of giving it away to the college? It?s logic similar to whether to buy or rent a home.

I?ve helped many parents purchase condos here in Boston, so I have lots of advice and information should you be considering the same thing.

With some forethought, purchasing a home for your child can make sense, financially.

According to the New York Times:

Families must decide whether they?re buying the property as their second home or solely as an investment, in which case it would be run as a business, with costs and depreciation deducted from rental income. This would require more record-keeping, but can provide tax benefits, experts say.

Dropbox Enables Two-Step Verification

Dropbox has begun to add a two-step verification for all its accounts, the file-hosting service announced on its forums.

[More from Mashable: 7 Ways Your Family Can Get More Out of the Cloud]

The process, which is optional but recommended by Dropbox, "adds an extra layer of protection" to accounts by requiring users to submit a six-digit security code in addition to their passwords whenever they sign in, or link a new computer, phone or tablet.

The security code is sent to users' phones via text message, or generated using a mobile authenticator app.

[More from Mashable: Hackers Force Apple, Amazon to Change Security Policy]

Dropbox first unveiled the new feature to its forum users, asking them to report their experiences.

The announcement comes just after Dropbox found that usernames and passwords stolen from other websites were used to sign in to a number of Dropbox accounts. In a blog entry posted late July, the cloud-based service said it would take steps to improve users' security by unrolling "two-factor authentication," which requires two proofs of identity when signing in.

Users have previously requested the feature in Dropbox forums last year.

SEE ALSO: How to Change Your Dropbox Password, and Make It Better

To enable two-step verification, sign into the Dropbox website, and click the "Security" tab in the drop-down menu under your name. Under the "Account sign in" section, next to "Two-step verification," toggle "change." You'll then be asked to re-enter your password to confirm your decision to enable two-step verification; once this is done, you can choose to get your security code either by text or from a mobile app. Dropbox details the steps in its Help Center.

What do you think of these new security measures? Tell us in the comments below.

Sweet and Sour Fork: Dessert Story (Glen Waverley)

72 Kingsway
Glen Waverley, VIC 3150

I have mixed feelings about impromptu meals out. On one hand, any food is good food, unless if it?s bad food. But on the other hand it almost definitely means that I won?t have my camera with me, so when a particularly photogenic food item comes out, my level of angst is roughly that of an OCD sufferer with their faces pressed under the putrescent waters of obsession. ?

? So anyway, the plan was to see the new Pixar movie, Brave, with my sister last Tuesday. Except when we rocked up the tickets have all but sold out, so we scratched that plan and decided treat ourselves to Dessert Story instead. And it just so happens that it?s happy hour every day from 12-3pm across all stores, where everything on the menu is 15% off ? SCORE.

?

The first dessert we had was the Mango Sago in Coconut Milk ($5.5). Even though it?s served in a bowl, it?s more of a sweet and rich coconut drink with small chewy pearls of sago. The scoop of mango puree floating in the middle was a refreshing, fruity addition to the tropical flavours. We both enjoyed this immensely.

The other dessert we had was the Mixed Pudding with Grass Jelly and Pearl ($5.5). Shiny, quivering slabs of pudding in jewelled hues were splayed over a bowlful of shaved ice that was drizzled in sweet, herbal syrup. Each spoon was a textural playground of crunchy ice and slippery pudding and chewy pearls. Unfortunately the puddings lacked a little in the flavour department; my sister and I agreed that the milk pudding tasted a lot like medicine, but overall this was still quite a successful dessert.?

And just so you all know, the prices I?ve listed in this post are before the 15% discount, so our bill actually only came to $9.35 for both desserts, which is really really good, considering our stomachs were sloshing with excess dessert by the end. ??

Rating: 14/20 ? making friends with asian desserts.?

Pay-for-performance schemes may do more harm than good by changing the mindset required for good doctoring, experts say

In a cautionary editorial alongside a related article in today's issue of the British medical journal BMJ, leading experts in health policy and behavioral economics argue that pay-for-performance (P4P) schemes which financially reward doctors and hospitals for hitting specific, numerical targets in such matters as preventing hospital readmissions or prescribing certain drugs are likely to do more harm than good.

Such schemes are being adopted as a key component of the Accountable Care Organization strategy mandated by the 2010 health reform and are now part of the Medicare program, Massachusetts' cost-control legislation and virtually all major new private health insurance payment contracts.

Yet the editorial, echoing a theme of the accompanying article, says there's very little evidence that P4P has improved patient survival or any other measure of public health.

"Despite a dearth of robust evidence that P4P is clinically effective in health care, payers charge ahead with implementing everywhere an intervention that has proven to work nowhere," the authors write.

Worse still, there is mounting evidence reinforced by the latest findings in behavioral economics that such schemes may actually do harm, the authors say.

For example, doctors and nurses may perceive detailed, overly prescriptive financial P4P contracts as "controlling," which can cause them to dissociate from their work, lose their intrinsic motivation to do their very best for the patient, and engage in gaming the medical equivalent of "teaching to the test."

According to the authors, such gaming e.g. "upcoding" a diagnosis to another condition that yields a higher payment is already rife. For instance, labeling a pneumonia patient's condition as "complex" rather than "simple" can increase the hospital's payment by 42 percent.

"Pay for performance inverts medical priorities, making care an instrument for generating money, rather than vice versa," said Dr. David Himmelstein, professor at the City University of New York's School of Public Health and senior author of the editorial. "It can mutate honesty and altruism into accounting and legal trickery."

Dan Ariely, James B. Duke Professor of Psychology and Behavioral Economics at Duke University, co-author of the editorial and the author of numerous research studies and three bestselling books on behavioral economics, including "The (Honest) Truth about Dishonesty," said: "Several studies show that while performance-based rewards can increase output for straightforward manual tasks, they can undermine motivation and actually worsen performance on complex cognitive tasks, such as those required in medicine. The unintended consequence is likely a worsening of care, not its improvement."

Lead author Dr. Steffie Woolhandler, also a professor at CUNY's School of Public Health, noted another hazard: Some physicians in safety-net hospitals may score poorly because of circumstances beyond their control, such as their institution's financial distress. "In such situations, penalizing low-scorers can make matters worse, effectively punishing patients who have nowhere else to go," she said.

Himmelstein and Woolhandler are also visiting professors of medicine at Harvard Medical School and the co-founders of Physicians for a National Health Program, an organization of 18,000 doctors who advocate for a single-payer health care system. PNHP played no role in supporting their research.

The editorial concludes, "We worry that P4P may simply not work because it changes the mindset for good doctoring. However, if P4P schemes must be envisaged then rigorous consideration of their likely benefit prior to their implementation seems essential," referring to an exacting P4P checklist developed by the authors of the related article.

Who needs a new roleplay partner?!

Hello, please call me Nicole!
I'm super nice and love to roleplay so it would be great to find a long term partner and collaborate some great roleplays together. I hope to hear from some of you soon!!
Now, I'm going to cut to the chase and post the rules and genres.

Rules:
01. Be LITERATE. Correct spelling, punctuation, and all of that. I except at least two paragraph responses, though I know dialogue posts will be short, and certainly no one-liners. Give me something to work with and I'll do the same for you. Quality over quantity.
02. Be polite. There is no reason to be rude over the internet. That's ridiculous. I like to make relationships with my partners in hope of keeping them long-term.
03. I have no limits and like a lot of romance. Tell me your limits and I will respect them.
04. I understand that all females like to play females, and I'm not disagreeing that I prefer it as well. However, I do prefer that we try to double if we cannot come up with some sort of agreement. I don't like having the male role pushed on my as it has been many many times. I don't mind playing a male, but don't abuse it. This is why I prefer we double.
05. When role-playing something based off a movie, book or something of the sort, I prefer for us to use our own characters. I hate playing up expectations and being disappointed if one of us cannot interpret them correctly.
06. BE CREATIVE.

Genres:
Competitive Stable
Harry Potter.
The Hunger Games
X-Men (any of the movies)
Fable
Percy Jackson and the Olympians
Assassins Creed
The Kane Chronicles
Pokemon.
Super Smash Bros Meele/Brawl.
Yu-Gi-Oh.
The Legend of Zelda.
Avatar: The Last Airbender/Legend of Korra.
Pirates of the Caribban.
Lord of the Rings.
Ancient Egypt
Ancient Greece/Rome
Spellcasters.
Mythical Creaturs.
Odd Pairings.

** This is just a condensed list. If you want to roleplay something that is not on here, please feel free to share your idea with me! Chances are that I won't reject you!

Ex-PM says Syria regime collapsing

Syria's former prime minister, the highest profile government figure to defect, said Tuesday the regime was collapsing and controlled barely a third of the conflict-wracked country.

"The Syrian regime only controls 30 percent of Syria's territory. It has collapsed militarily, economically and morally," Riad Hijab told a news conference in the Jordanian capital Amman.

Hijab fled to Jordan last week, the latest in a string of defections from President Bashar al-Assad's regime, which is becoming increasingly embattled as the 17-month conflict shows no signs of abating.

The United States, which has imposed a raft of tough sanctions to try to force Assad's departure, reacted by lifting an asset freeze imposed on Hijab.

"The United States encourages other officials within the Syrian government, in both the political and military ranks, to take similarly courageous steps to reject the Assad regime and stand with the Syrian people," Treasury official David Cohen said.

Western policymakers hope that a wave of defections will force the collapse of the autocratic government, ending a conflict that seems to be in stalemate with the international community deeply divided over what action to take.

In another blow, rebels claimed Monday they had shot down a Syrian fighter jet and captured its pilot as it battles escalating air attacks by government forces, particularly in the key northern city of Aleppo.

Assad was shaken last month when four top security officials at the heart of his Alawite inner circle were killed in a bomb attack in Damascus claimed by the rebel Free Syrian Army.

"Syria is full of officials and military leaders who are awaiting the right moment to join the revolt," Hijab said, urging the fractured opposition to unite.

Although a number of senior figures have abandoned the regime, analysts say until military units begin to defect en masse, the Assad family and the top echelon of the military and security services will remain intact.

Hijab's comments came as fresh fighting for control of key districts of Aleppo erupted while Syrian forces bombarded areas around Damascus and launched a new security operation in the capital, a human rights watchdog said.

An AFP photographer said he heard heavy shelling of the southwestern district of Saif al-Dawla, which army forces advanced on Monday after recapturing the neighbouring area of Salaheddin last week.

Pro-government daily Al-Watan said the capture of Salaheddin was but a "first step" in the retaking of all rebel-held areas of the city.

The metropolis of some 2.7 million people -- where communications have been cut for at least three days -- is seen as pivotal to the outcome of the conflict, with some referring to it as Syria's Benghazi, the Libyan city at the heart of the revolt that toppled Moamer Kadhafi's regime.

In Damascus, security forces raided several districts after a major security operation on Monday, while several suburbs outside the capital were shelled, according to the Syrian Observatory for Human Rights.

A total of 46 people were killed nationwide on Tuesday, it said.

The opposition issued a new appeal Monday for the international community to impose no-fly zones similar to those established during the conflict in Libya amid increasing air strikes by Syrian warplanes.

"We've seen a very troubling and despicable uptick in attacks from the air, perpetrated by the Syrian regime," Pentagon spokesman George Little told reporters.

Asked if Washington was moving towards enforcing a possible no-fly zone, he said: "We plan for contingencies."

With Assad increasingly under pressure, a top presidential aide was dispatched Tuesday to China, which has said it wants an immediate ceasefire and political dialogue to halt the bloodshed.

China and Russia are at odds with the West over how to end the fighting, after both traditional Syria allies vetoed UN Security Council resolutions.

China said it had backed the peace plan of outgoing peace envoy Kofi Annan, who announced his resignation earlier this month in the face of the continued violence and the deadlock among world powers.

UN humanitarian chief Valerie Amos also held talks with Syrian officials in Damascus on a regional visit "to draw attention to the deteriorating humanitarian situation" and discuss ways to boost relief efforts.

The conflict has killed more than 23,000 people since March last year, according to the Observatory, while the UN says more than one million people have been displaced and another 140,000 have fled to Syria's neighbours.

Damascus also faces isolation by fellow Muslim states as the Organisation of Islamic Cooperation meets in the Saudi City of Mecca to discuss a recommendation for Syria to be suspended from the 57-nation body.

But Iran -- Damascus's closest ally -- is vehemently opposed.

Meanwhile, Reporters Without Borders issued an open letter to the Syria opposition condemning a series of attacks on pro-government media which it said were "becoming the targets of abduction and murder with increasing frequency".

"Such practices sadly resemble those used by the Assad regime against opposition journalists," RSF said.

Rebels also came under fire on Monday after several grisly videos emerged purportedly showing opposition fighters rebels throwing the bodies of postal workers off a roof and a man's throat being savagely cut.

Join Me August 16 in a Webinar about Data and DCIM | Tek-Tips ...

Come and join me August 16 for a panel discussion of ?Do More Data Make DCIM More Effective in Designing and Managing Data Centers??

Data Center Infrastructure Management (DCIM) has been given a lot of attention in the past few years. I think we are moving from ?What is DCIM?? to ?How do we deploy it?? DCIM provides a lot of different functions, covering a wide range of areas in designing and operating data centers. There is no agreement on terminology or standards yet, but the functions may include inventory, change control, capacity management, simulation, and monitoring/reporting. And maybe more.

Let me take a different view here. Yes, functions are important, but functions require data available from a data center. In general, DCIM collects data associated with the infrastructure, i.e., power consumption, temperature, pressure, humidity, fan speed, and other data. What?s missing is logical and virtual data. Although facilities equipment for HVAC and power delivery have both physical and logical parts, they are basically very similar in nature. IT equipment, like servers, has two distinct parts: physical (hardware) and logical (software). DCIM has taken both facilities and IT equipment in designing and operating a data center. Moving ahead, we may want to consider how we can make DCIM even more effective. This is shown in the following figure.

?

Before virtualization and cloud computing, each application had a dedicated physical server and did not move away from the designated server, regardless of its utilization. As each application is virtualized and tied to a virtual server in the form of virtual machine (VM) and multiple VMs are placed on a single physical server, each VM may be created, killed, or moved from one physical server to another in real time. This is done to reflect application utilization. If an application is not used much, it may be stopped or killed. If enough VMs are removed from one physical server, it may no longer be necessary to run that physical server, and it can be shut down or put to sleep. If the physical server?s utilization is down, so is the cooling and power requirement for it. Facilities equipment for this may need dynamic adjustments in real time. So we need more tight integration of the virtual and physical sides of a data center for effective operation.

I will be moderating a panel on this issue, brought by BrightTalk at 9 a.m. (PDT) on August 16,
